DES MOINES, IA - The cost to provide drug treatment for non-violent county jail inmates is half the cost to keep an inmate at an Iowa prison, according to a new University of Iowa study. The report said the Iowa Jail-Based Substance Abuse Program, a pilot program used in Polk, Scott and Woodbury counties, has been shown to be effective in helping clients stay clean, obtain employment, and remain arrest free for one year after admission to the program.
