Expert: Alarms ignored in jail death

On a day when three top juvenile justice administrators were fired over the death of Omar Paisley, the agency's chief healthcare expert told state lawmakers last Wednesday that her superiors ignored her warnings for years about the problems in Miami's juvenile lockup.
"Miami-Dade was a train wreck. It is a train wreck. And tomorrow, if I heard another child died, I would not be surprised," said Jane B. McNeely, the author of the procedures DJJ officials are instructed to use when faced with a medical emergency.
Breaking months of silence from agency officials, McNeely testified before a legislative panel investigating the death of Paisley, who languished for days and died of a burst appendix last June while in DJJ custody.
