WESTOVER, MD - An inmate's complaint has triggered an evaluation of an ECI practice that makes prisoners responsible for locking their own cell doors, according to a Maryland Division of Corrections spokeswoman. The probe could lead to a change in procedure, said. Maj. Priscilla Doggett. Doggett confirmed this week the practice became the focus of attention after inmate Alonzo Turner-Bey complained last fall to ECI and DOC officials, saying the policy raised safety issues for inmates, correctional workers and residents in the surrounding Somerset County community.
