ANNAPOLIS, MD - Corrections officers were the first to notice the problem. Among inmates who had sexually abused children, the caretakers and guardians convicted of abuse were getting out of jail twice as fast as predators who were strangers. Why weren't those guardians, the ones who children should most be able to trust and whose betrayal surely had greater impact on a young child's life, penalized as heavily? Read more.
