| Judge blocks out-of-state transfers |

SACRAMENTO, CA - A Sacramento judge Tuesday blocked California corrections officials from transferring inmates to out of state, ruling that Gov. Arnold Schwarzenegger's declaration of a prison overcrowding emergency was "unlawful" and that the movement of the prisoners violates the state's civil service principles. Schwarzenegger vowed to appeal the decision issued by Superior Court Judge Gail D. Ohanesian and the state attorney general's office has said it will seek a stay of the ruling. More than 400 inmates already have been transferred to private, out-of-state prisons on contracts that Ohanesian has enjoined. Read more.
