| Governor stumps for prison reform |

NAPA VALLEY, CA - County officials are worried that counties are being frozen out of early discussions on Gov. Arnold Schwarzenegger's $11 billion prison reform program. The governor's proposal to send inmates serving three years or less in state prison back to county jails which hold offenders sentenced up to one year now is part of his budget plan and must be approved by the Legislature before it is enacted.
