GREEN BAY, WI - The discovery of an inmate petition and plans for a possible work stoppage by prisoners led to a lockdown of the maximum security Green Bay Correctional Institution that has continued for a month, officials say. A correctional sergeant saw an inmate passing something to another cell in early February, and it turned out to be the petition raising issues over conditions at the 1,100-inmate prison, such as the lack of cable television and the ban on smoking, said Warden William Pollard.
