If a foreign national is arrested, according to international treaty his country must be contacted (know as consular notification) and his country has the right to contact and visit him (known as consular access). All law enforcement must ensure that foreign governments can extend appropriate services to their nationals in the U.S. and that the U.S. complies with its legal obligations to such governments.
