INDIANAPOLIS, IN - A move to make Indiana one of a handful of states that test inmates for HIV when they enter and exit prison is caught in a tug-of-war over the cost. All inmates would be tested for HIV and hepatitis C before they leave prison under a bill that passed the House 99-0 last month. Read more.
