SALEM, OR - The Multnomah County Sheriff's Office is perplexed over some good news: It has not been forced to release any inmates early because of crowding in its two jails for more than two months. "The arrests are down. That's the bottom line. Does it mean crime is down? Not necessarily," said Lt. Jason Gates, spokesman for Multnomah County Sheriff's Office. Read more.
