Spartanburg, SC - County jails across South Carolina are feeling the financial pinch of the state's quotas on how many prisoners it takes each week. Spartanburg County jail director Larry Powers said he sent a bill last week to the state Corrections Department for $65,000. That's how much Powers says it has cost the county to house state inmates.
