WINNEBAGO COUNTY, WI - Winnebago County Sheriff Michael Brooks is looking into a program under which some inmates would be able to serve their sentences at home rather than behind bars. He's considering establishing a day report center in Winnebago County as an alternative to locking individuals in jail when they commit certain nonviolent crimes. Read more.
