SACRAMENTO, CA - When two mayors toured Chino's men's prison earlier this month with James E. Tilton, secretary of the California Department of Corrections and Rehabilitation, they saw just what they expected to see. What they saw, of course, was the preposterously overcrowded conditions at the California Institution for Men, which was designed for 3,078 inmates but holds more than 6,500. After touring a former gymnasium that holds 213 bunk beds for inmates, Chino Hills Mayor Gwen Norton-Perry said, "No air conditioning, no running toilets - it's a time bomb waiting to go off."
