| Jail wants expert aid |

CLATSOP COUNTY, OR - after trying for the last couple of years to solve its jail-crowding problems, Clatsop County in northwest Oregon is looking for a third-party expert to evaluate its jail services and propose alternative solutions. The 60-bed county jail does not accommodate the current population's needs for programming and services. The county government has considered retrofitting the facility or building an entirely new one, but wants the outside help to make sure they hear every possibility. “We're not looking to duplicate any effort we've done up to today. But we need professional help to evaluate these capacity solutions, suggest new ones, and analyze the advantages and disadvantages, and construction and operating costs of each new option,” explains County Manager Scott Derickson. Previously, the county dealt with the crowding by leasing jail beds from another county and by selectively releasing inmates. The county also commissioned professional studies to analyze the jail's population increase, but a 2002 vote for a $15.7 million bond measure to finance a new 140-bed jail failed to pass. |
