At-home inmates ordered to jail

Thirty-one inmates in a Duval County (Fla.) jail program that allowed them to serve their sentences at home are being ordered to jail after city lawyers determined the program violates state law.
A 1984 county ordinace gave the Sheriff's Office authority to place nonviolent offenders on home detention with daytime work furloughs.
In a letter to County Sheriff John Rutherford, the Jacksonville General Counsel's Office said the ordinance conflicts with state law because only a judge can decide who qualifies for home detention.
