SACRAMENTO, CA - Gov. Arnold Schwarzenegger has embraced the prison "reform" package negotiated behind closed doors between Republican and Democrats as the perfect example of the new era of "post- partisanship" in California. It's better described as a sad reflection of the dysfunctional state of government in California. Because any budget item needs a two-thirds vote of the state Legislature, the Republican minority can hold the Democratic majority hostage until it gets what it wants. Read more.
