BARNSTABLE, MA - Sandra L. Hoyt turned slowly to face a courtroom filled with drug addicts and with alcoholics like herself. There was something she needed to say. For months she had faithfully complied with a judge's order to get treatment and stay sober. But then one day she arrived for a hearing drunk after an argument with her boyfriend.
