JACKSON, MI - State plans to cut Michigan's budget deficit by closing a Jackson prison have been rejected by a federal judge, who said the move is an attempt to avoid a long-standing lawsuit over the care of inmates. U.S. District Judge Richard Enslen in Kalamazoo issued the ruling Friday, the same day a federal jury in Lansing awarded $2.75 million to the family of Jeffrey Clark, 39, who died of dehydration on July 4, 2002, at another prison, the Bellamy Creek Correctional Facility in Ionia.
