INDIANAPOLIS, IN - J. David Donahue remembers working two jobs to support his family because he made less than $14,000 as a jail guard in Kentucky in the 1980s. Many of the Indiana Department of Correction commissioner's employees aren't much better off, even after his old salary is adjusted for inflation. But Donahue hopes his announcement Thursday of raises affecting more than 5,000 of the department's 8,000 employees will make a difference. Read more.
