WEST PALM BEACH, FL — A judge on Monday ruled that Palm Beach County's residence restrictions on sex offenders are constitutional, even as details emerged about the ordinance making some of them homeless. County Judge Paul Damico seemed sympathetic to the arguments raised by a defense attorney, but said he had no legal basis to rule that the county ordinance is unconstitutional. Read more.
