CHINO, CA - It was a historic decision, but not one that Capt. Thomas Padilla of the California Institution for Men wanted to face. A medical worker had been trapped in the Chino prison's medication dispensary for five hours, and rioting inmates were seconds away from battering down the door. Armed with jail-made knives, 290 prisoners controlled the unit, and pepper spray and nonlethal rounds hadn't corralled them.
