House repeals law declaring lifers ‘dead’

PROVIDENCE, RI — If a person is sentenced to life in prison in Rhode Island, state law considers that person “to be dead in all respects, as if his or her natural death had taken place at the time of conviction.” The law says the designation applies “with respect to all rights of property, to the bond of matrimony and to all civil rights and relations of any nature whatsoever.”

House members voted to repeal this section of state law yesterday on a close vote: 34 to 29. The bill now goes to the Senate for consideration. Read more.
