MADISON, WI - Wisconsin's worst sexual predators would be subject to lifetime tracking under a compromise deal Republican lawmakers say they've struck with Gov. Jim Doyle. The governor signed a bill in 2006 that would require electronic tracking for serious child molesters and sexually violent offenders until they die or are deemed too feeble to pose a threat. It was supposed to go into effect July 1. But the Department of Corrections estimated the plan would cost the state $23.7 million and require nearly 235 additional positions in the two-year budget, and questions have lingered about the law's constitutionality.
