| Editorial: Helping inmates helps reduce recidivism |

BURLINGTON, VT - One way to begin dealing with the problem of the state's crowded and expensive corrections system is to help former inmates stay out of prison. The Restoration of Benefits program does just that by helping to provide inmates with access to social services and other support as soon as they leave prison, and deserves to see more of the backing that has made it a success. Ken Libertoff, executive director of the Vermont Association for Mental Health, which secured a grant to help launch the program, says the initial focus was on those inmates with mental health or substance abuse problems in two prison. In just two years, the program has spread to every prison in the state and includes a much broader population. Read more.
