| Panel to mull prison cap on hold |

OAKLAND, CA — A federal judge said Thursday she will not yet appoint a three-judge panel to decide whether California's prison population must be capped, at least until other judges in two larger cases mull a similar move. U.S. District Judge Claudia Wilken said she sees the case before her, in which disabled inmates are claiming that unconstitutional prison conditions are due at least in part to overcrowding, as a "subset" of much larger cases pending before federal judges in San Francisco and Sacramento dealing with prison health and mental health issues, respectively.
