A 58-year-old inmate serving a life sentence at Waupun Correctional Institution in Wisconsin tried to scale the side of the prison's north cell hall Monday afternoon and was rescued by prison employees. Department of Corrections spokesman Bill Clausius said inmate Carl Hartshorn had been given a pass to leave his cell for an appointment on the prison grounds about 1 p.m. The Bennett man climbed a stairway leading to an exterior door on the north cell hall, mounted the railing and began scaling the side of the building using the steel bars covering the windows. Two officers in a nearby tower saw Hartshorn when he had climbed nearly 30 to 40 feet, and fired a warning shot into the air, stopping the inmate's ascent. Clausius said a group of prison staff, including the prison's psychological staff, began crisis negotiations, trying to coax Hartshorn down. Two corrections officers donned safety harnesses and scaled up the cell hall using bars attached to the windows. "In the meantime, Hartshorn had attached a small piece of cloth around his neck and tied the other around the bars on the windows," Clausius said. "The officers were able to cut the material and wedge the inmate against the building to prevent him from falling." The officers were then able to inch their way down the side of the building, and Hartshorn was taken by ambulance about 1:30 p.m. to Waupun Memorial Hospital. He was treated for bumps and bruises, Clausius said. Dodge County Sheriff's Department officers are assisting the Department of Corrections in the investigation, Clausius said. Further action will be pending, he said. |
