Overcrowding makes jail tough to manage

SEVIERVILLE , TN - The bunks in their dorms don't provide enough space for everyone to sleep at the same time. Some of them get their rest on the floor. Towels hang off of railings to dry. In the dorms, there's space to move around but little privacy. Inmates can gather around several steel picnic-style tables to talk, eat or play cards.

There's not a lot else to do. Solitary confinement means a cot of your own and a bathroom, but not much elbow room and only an hour outside to shower, use the phone and exercise. Read more.
