BLOOMINGTON, IL - McLean County’s chief judge has declined a Bloomington father’s request for an independent investigation into allegations that his 15-year-old son was improperly handcuffed and shackled during a meeting with a McLean County probation officer. Joseph Brown said his son was restrained March 9 and kept in a room in the juvenile court services department for about 30 minutes before Brown was notified.
