SAN BERNARDINO, CA - When Kurt Wilson came aboard the mayor's staff last summer, the city was gripped in a crime wave that had a homicide rate on pace to be one of the deadliest in recent history. Mayor Pat Morris created a new position for him, head of the Office of Community Safety and Violence Prevention, and sent him to work building partnerships with state agencies and outlining crime-prevention initiatives.
