SAN JOAQUIN, CA - As the state sets out to build more room for jail and prison inmates, San Joaquin County officials envision an opportunity to reopen the Northern California Women's Facility. Under a proposal by county administration and sheriff's officials, the 755-bed prison would become a transitional home for 500 state prison inmates about to be released into San Joaquin and neighboring counties.
