Community corrections location still in dispute

OZARK, AL - Why would someone consciously place recovering drug addicts, alcoholics and burglars near liquor stores and banks? How safe could downtown business people and residents be if no [officers] are protecting a "secure" facility full of ex-felons?

If convicted rapist Kent Stewart was admitted to the Dale County Community Corrections program because his offense of not informing law enforcement of his change of address when he got out of prison was "non-violent," how was the man capable of helping spearhead a jail riot in May where at least four people were injured?
