KENTUCKY - A former inmate filed a lawsuit yesterday against Kentucky Corrections Commissioner John Rees, claiming Rees unlawfully imprisoned him by refusing to release the inmate despite a court order. On June 19, Jefferson Circuit Judge Judith McDonald-Burkman ordered Daniel Ottman released on shock probation, but Rees refused, claiming Ottman was a violent offender not eligible for shock release.
