RALEIGH, NC - The state's top elected officials made mistakes when signing off earlier this year on a new way of executing death row inmates, a judge ruled Thursday in a decision that further muddles the legal morass that has effectively placed executions on hold in North Carolina. Administrative Law Judge Fred Morrison concluded the Council of State _ comprised of the governor, lieutenant governor and eight other statewide elected officials _ failed to hear arguments from those representing the condemned inmates before they approved a new "execution protocol."
