SEATTLE, WASHINGTON - A federal judge has certified as a class action a lawsuit that claims the state prison system's work release program discriminates against disabled inmates. The lawsuit was filed in October 2006. The lead plaintiff, arthritis sufferer Rickey Peralez, claims the state Corrections Department would not let him participate in work release because he used a wheelchair and couldn't climb stairs.
