NEW ZEALAND - Tests have begun using staff at Rimutaka Prison as part of the department's review of the movement of prisoners. It was sparked by the murder of Auckland teenager Liam Ashley in a prison van last year. Corrections chief executive Barry Matthews says waist restraints will restrict movement of arms and hands and reduce the risk of prisoners harming themselves or assaulting other prisoners or staff.
