DETROIT, MI - Patrolling an alley in the Southwest part of the city, Officer David Lilly spotted a hole in a garage door from a shotgun blast, probably target practice. But gang graffiti that once covered neighborhood fences, garages and businesses was gone, at least for now. "Painted over ... painted over ... that's good," he said, driving near Cutler Street SW.
