DETROIT, MI - For every prisoner we keep behind bars, the State of Michigan spends at least $25,000 a year. We can reduce this cost by reducing prisoner services, which are already at a minimal point that threatens the system with disturbances. (A prisoner with nothing to lose will cost us all in future violence and destruction of property. This has been proved in the past in Michigan and other states.)
