AUSTIN, TX — Texas Youth Commission inmates vandalized four buses as they were being moved inland as a precaution against Hurricane Dean, state officials said. The commission evacuated 183 juvenile offenders from the Evins Regional Juvenile Center near Edinburg as the storm approached. The buses were borrowed from the Texas Department of Criminal Justice.
