ILLINOIS - There are more than 22,000 sex offenders now registered in Illinois, though only 1,800 - about 8 percent - are listed as being noncompliant. Finding those scofflaws and keeping the rest in line, though necessary, is a difficult and problematic job, law enforcement experts say. With limited manpower and funds, authorities can't devote a large amount of resources to ensure obedience of the law. Many officials said it's a question of priorities. Read more.
