ALABAMA - Alabama officials appear ready to get smarter about how they handle nonviolent criminals. In Montgomery, a legislative oversight committee has committed to pushing several initiatives that could help relieve the state's overcrowded prisons by handling inmates in a different, more effective and cheaper way.
