AUSTIN, TX - Smith County commissioners have a full day on Monday, as they are scheduled to adopt a budget, set a tax rate and call a Nov. 6 bond election for a new jail. They'll also vote on allowing state District Judge Carole Clark to formally establish a drug court, in an effort to focus more resources on drug and alcohol dependency on the part of parents - a leading cause of the removal of children.
