SACRAMENTO, CA - In a vote that could raise the ire of the federal receiver overseeing California's prison health care system, the Senate Monday rejected a proposal to spend $146 million in bonds on a new health care facility at San Quentin State Prison. Federal receiver Robert Sillen had demanded the facility as part of the Plata lawsuit challenging the state's approach to health care in prisons. Read more.
