| Gov. plan to ease prison strain |

PENNSYLVANIA - Gov. Ed Rendell wants the state to allow early release for nonviolent offenders and to move some inmates from overcrowded county prisons to state facilities as part of prison reform plans. The news comes as Northampton County Prison set another all-time high of 879 inmates Tuesday, Corrections Director Todd Buskirk said.
