NORTH DAKOTA - Legislators agreed to hire a firm that has studied North Dakota prison overcrowding and inmate services to examine whether the state should build a new prison complex or remodel its present one. The Criminal Justice Institute should complete its report by early March, said Sen. Bob Stenehjem, R-Bismarck. Stenehjem is the Senate Republican majority leader and vice chairman of the Legislative Council, which voted 13-2 on Thursday to hire the Middletown, Conn., consultancy. Read more.
