ILLINOIS - Minerva Santiago might easily have met the stranger accused of killing her under different circumstances. The 27-year-old motorist who allegedly sped through a red light Sunday morning in a Chevrolet Blazer and slammed into Santiago's Nissan sedan at the intersection of 31st Street and Western Avenue was a drunken gang member, according to authorities, just the sort of person the high-ranking sheriff's officer had dedicated her life to helping. Santiago, 58, a superintendent with the Cook County Sheriff's Police Department, lived in Palos Heights and was the first Hispanic woman promoted to the rank of sergeant by the Illinois Department of Corrections. She was dedicated to helping offenders with drug and alcohol problems, according to co-workers, friends and family. Read more.
