TEXAS - A federal investigation into Dallas County's troubled jail system entered a new phase this week with the U.S. attorney general's office filing a civil lawsuit against the county and Sheriff Lupe Valdez in U.S. District Court. The suit, signed by Attorney General Al Gonzales, seeks an order from a federal judge barring the county from continuing a pattern of deliberate indifference to the health and safety of inmates.
