INDIANA - St. Joseph County corrections officials have been operating for many months on the assumption that state funding of up to $1.5 million would be coming to help build a new work release and residential rehabilitation facility. Now there is cause to worry that a change of tune from the Indiana Department of Correction could undermine this plan. The DOC seems to be hedging on the original idea, saying instead that it foresees a "design, build, lease" plan for St. Joseph County, in which the state would provide lease seed money instead of construction funding.
