CONNECTICUT - Speaking at a Kiwanis Club luncheon in New Canaan’s Melba Inn about 45 years ago, the late Judge Stanley P. Mead described prisons as “schools for crime.” It was an abomination, he said, that prompted him to lead a crusade for reform in the justice system for youthful offenders and now, despite the improvements that resulted then, some of his kind of creative compassion is sorely needed again. The rate of recidivism in Connecticut prisons is extremely high. Between 47 and 70 percent of prisoners released from Connecticut jails, either paroled or having completed their sentences, are arrested again within a few years, according to published studies.
