NORTH CAROLINA - North Carolina's top elected officials declined Tuesday to revisit the state's method for executing death row inmates, rejecting a judge's conclusion they made mistakes when approving the so-called "execution protocol" earlier this year. The Council of State, comprised of the governor, lieutenant governor and eight other statewide elected officials, decided Administrative Law Judge Fred Morrison did not have jurisdiction over the issue.
