TEXAS - A caseworker who was reprimanded after raising concerns about possible sexual misconduct at the West Texas State School said he feels vindicated by his recent appointment as assistant superintendent for the juvenile prison. Officials at the prison in Pyote, a small Ward County oil town, dismissed Billy Hollis' concerns in 2004 when he reported that then-assistant superintendent Ray E.
